Understanding the Number Coding Scheme

The number coding scheme is a traffic management strategy implemented by the Metropolitan Manila Development Authority (MMDA) to reduce road congestion. Vehicles are restricted from operating on certain days based on the last digit of their license plates. However, exemptions exist for specific vehicle types, including electric vehicles.

Electric Vehicles and Number Coding Exemption

Under Republic Act No. 11697, also known as the Electric Vehicle Industry Development Act (EVIDA), electric vehicles are granted several non-fiscal incentives to promote their adoption. One significant benefit is the exemption from the number coding scheme. This means that EV owners can use their vehicles without worrying about the day-specific restrictions imposed by the UVVRP.

Types of Vehicles Covered

The exemption applies to various categories of electric vehicles, including:

  • Battery Electric Vehicles (BEVs): Fully electric vehicles powered solely by batteries.
  • Hybrid Electric Vehicles (HEVs): Vehicles that combine an internal combustion engine with an electric propulsion system.
  • Plug-in Hybrid Electric Vehicles (PHEVs): Hybrids that can be recharged by plugging into an external power source.
  • Light Electric Vehicles (LEVs): Smaller electric vehicles, such as e-scooters and e-bikes.

It’s important to note that mild hybrid vehicles may not be covered under this exemption, as they do not meet the specific criteria outlined in the EVIDA Law.

Implementation and Compliance

While the exemption is mandated by national law, its implementation can vary across different local government units (LGUs). The MMDA has issued a memorandum directing traffic enforcers not to apprehend electric vehicles for number coding violations.  However, EV owners are advised to carry a copy of their vehicle’s Certificate of Registration (CR) indicating its electric classification to avoid potential misunderstandings during traffic stops.
